It's Our Turn to Buy a Bloody Hot Plate
We got the notice: our Panama City PH's gas line inspection is finally happening. Part One
Panama City has one of the most incredible skylines in Central America.
Glass towers stacked on glass towers, with lush green mountains standing tall behind and in front, the glittering Panama Bay filled with giant ships carrying 5% of global trade into the vast Pacific Ocean.
And yet a good chunk of us are about to go a month or two without hot water because a fire inspector needs to test our gas lines.
Welcome to PH life. If you own or rent in a high-rise here, and that’s many of us because most Panamanians live in or near this compact capital city, you’ve probably heard the term prueba de hermeticidad, or you’re about to.
Quick sidebar, for the new-to-Panama crowd: PH stands for Propiedad Horizontal, “horizontal property.” It’s the legal term Panama uses for any building where individual units are privately owned but the structure, common areas, and shared systems, gas included, belong to everyone collectively. If a building name starts with “PH,” that’s why. It’s not a brand, it’s a property type, and it means when it comes to the gas lines, you’re all in this together whether you like it or not.
So, what exactly is a prueba de hermeticidad?
It’s the mandatory gas tightness test that buildings with centralized propane systems have to run every few years, and it comes with a Bomberos (fire department) certification at the end.
No certification, no gas.
It’s not optional, and it’s not administration being dramatic. It’s the law, and after a few very real gas explosions in residential structures over the past several years, it’s the law for a good reason.
And this isn’t only a high-rise problem. If you’re in a standalone home hooked up to a 25 lb or 100 lb propane tank instead of a centralized building fuel system, you’re on the hook too. Every gas hookup in Panama gets inspected eventually. Tank size and building type just change who shows up and how the appointment gets scheduled. Nobody with a gas line gets to skip this one.
As newcomers who did a lot of research before moving, we knew this was coming before we ever signed on the dotted line. When we were house hunting, we asked many, many questions. It was then that we learned about the gas testing schedule, which was later enhanced by colorful stories from other expats: buildings going without gas for months, sometimes over a year, while inspectors work through hundreds of flats one by one. (This is exactly the kind of on-the ground intel that was so annoying interesting to go dig up on our own. The biggest one was the sheer lack of comps or comparable data for what price per square meter to pay for our unit. Nobody in their right mind wants to overpay. We eventually built Panacomps to pull this data straight from Panama’s Public Registry instead.)
Anyways, this wasn’t a surprise.
It was a known disruption.
It was a “we’ll deal with it when it comes” kind of thing.
And exactly 3 years later, the time has come.
For the number crunchers
Even knowing all this, we still chose a gas stove, gas water heater, and gas dryer when we moved in. On purpose.
Electricity in Panama is not cheap, and running an electric stove, a full-size water heater, and a dryer on the grid adds up fast. Our HOA includes gas in the monthly fee.
On a straight per-kilowatt-hour basis, Panama City’s residential electricity rate runs somewhere around 17 to 18 cents USD per kWh. That’s definitely not some bargain-basement, “cheap country” rate. Here’s how it stacks up against a few mid-size North American cities, the kind with a real downtown and a real population, not the usual mega-city suspects:
Panama City, Panama (metro ~2.1 million: ~17–18¢ USD/kWh
St. Louis, MO (metro ~2.8 million): ~12–18¢ USD/kWh, depending on utility, basically a wash
Pittsburgh, PA (metro ~2.3 million): ~17–21¢ USD/kWh, and climbing with recent supply-cost increases, actually pricier than Panama
Calgary, AB (metro ~1.6 million): ~12¢ CAD/kWh regulated rate, notably cheaper in Canada than in Panama
So no, “moving to a cheaper country” doesn’t automatically mean cheaper power.
Panama does subsidize the first chunk of monthly usage, so pensionados (those lucky duck retirees get a 25% reduction applied to the first 600 kWh of monthly power usage) … or dedicatedly light users with a commitment to open windows can end up with a tiny bill. But once you’re running the air conditioning 24-7 in a family-size home in the tropics plus using a stove, a dryer, and a water heater all pulling from the grid, the per-unit math catches up fast, and the savings start looking a lot less obvious.
Ultimately, the math has worked in our favor for three years running, and it’ll work in our favor again once this round of testing wraps up.
One inconvenient month (or two, or let’s be honest, possibly three, because this is Panamá and … ya, timelines are more of a suggestion) doesn’t erase years of lower bills.
While the built infrastructure is really advanced here (modern subway, anyone?), it’s still catching up to the skyline in some places, and gas safety compliance is one of those places.
What actually happens during the test
From what I’ve gathered talking to neighbors and friends (both renters and owners) who’ve been through it, here’s the general shape of it:
A certified contractor comes in to pressure test the gas lines throughout the building, apartment by apartment. If your lines, hoses, or valves are outdated or don’t meet code, you (or your landlord) will be asked to replace them, at your own expense, before your unit can pass. Once every unit is tested and any repairs are done, the whole building submits for Bomberos certification. Only after that inspection clears does the gas actually get turned back on.
The catch is that gas stays off for everyone the entire time, not just the condos that failed. So one neighbor’s dodgy hose install from a decade ago becomes everybody’s cold shower problem.
Timeline-wise, buildings around the city have reported everything from three weeks to several months, depending on the size of the building, how many units have issues, and how quickly the fire department can schedule the final walkthrough. I’m not going to pretend I know exactly where we’ll land. We’ve heard enough stories at this point to know the “official” estimate and the actual outcome are not always close friends.
We live in the land of ahorita, love.
How we are prepping
So as we type A personalities do, we have drafted a practical list of how to prepare:
We have a toaster oven (as we have a tween who eats… often) ✅
Ditto on the air fryer ✅
Already got the electric kettle, because we all enjoy a cup of hot tea in the evening ✅ I have gifted my American boys with the hot tea drinking habits of my colonizer
Need an induction hot plate or countertop burner for actual cooking, since our stovetop will be dead weight for a while
Make sure my PedidosYa and UberEats food delivery apps work just fine… cause yeah, no to the above.
A way to work around tap-water temperature cold showers. Yes, I’m making peace with a colder shower situation until this is sorted, because a su!cide shower head is not currently on my bingo card or my bucket list.
Maybe a drying rack, or a plan for outsourced laundry service that isn’t “wait it out,” since our dryer runs on gas too.
If our residence was any older, I’d probably ask our handyman to come in and double-check our own gas hoses and valves ahead of the inspection. Because if something needs replacing, it would be better for everyone to know up front. Then we could handle it on our own timeline instead of getting flagged mid-test and adding extra weeks (and surely, paperwork … because this is Panama) to the wait.
Go on vacation for a month… I found a 25-night Trans-Pacific cruise for cheap and I bet they will have hot water onboard. The hubby Real Talk Panama | Expat Life is not convinced though…
